China Unveils New Five-Year Employment Plan to Support Job Market Stability

China's latest employment strategy focuses on preserving jobs in traditional industries while expanding opportunities in service sectors. The plan also highlights AI as a tool for supporting entrepreneurship, job creation, and public employment services.
China's State Council has released a new five-year plan focused on implementing the country's employment-first strategy, with the goal of maintaining overall job market stability and reducing the risk of large-scale unemployment.
The plan outlines support for employment in labour-intensive industries such as light manufacturing, textiles, foreign trade, and construction. It also aims to expand job opportunities across service sectors including elderly care, childcare, tourism, and food services.
In addition, the government said it will encourage employment and entrepreneurship opportunities linked to the growth of artificial intelligence. The plan includes exploring new models of human-machine collaboration and using AI technologies to support job creation and improve public employment services.
