The UAE has clarified that employees can legally switch jobs after their contract ends without requiring a No Objection Certificate (NOC) in most cases. However, authorities warned that labour violations such as absconding, probation-related breaches or contractual violations could still trigger a one-year work permit ban. The reforms are designed to improve labour mobility while protecting employer rights.
UAE Clarifies Employee Job Transfer Rules
The UAE’s:
- Ministry of Human Resources and Emiratisation
has officially clarified the legal process for employees changing jobs after their employment contract ends.
The ministry said workers can legally transfer to another company when:
- Their contract expires
- Both employer and employee mutually agree to terminate the contract
- The notice period is completed
- Existing work permits and residency visas are properly cancelled
No NOC Needed in Most Cases
The clarification addresses ongoing confusion among workers regarding:
- No Objection Certificates (NOC)
Under the UAE’s updated labour system:
- Most employees no longer require an NOC from their previous employer to join another company
This reform was introduced after:
- Federal Decree-Law No. 33 of 2021

Employees moving to another company during probation must:
- Provide written notice to their employer

- The new employer may need to compensate the previous employer for recruitment costs
unless both parties agree otherwise.
In-Country Visa Transfer Process
One of the UAE’s biggest labour reforms allows employees to:
- Transfer jobs without exiting the country
The process generally includes:
- Cancellation of the previous work permit
- Residency visa cancellation
- New work permit application
- Status adjustment inside the UAE
- Medical fitness procedures
- Emirates ID formalities
Experts say the process usually takes:
- Two to four weeks
once documentation and notice requirements are completed.
